14 Let us give tolerance the importance it deserves as a founding principle of the United Nations. But tolerance does not mean laissez faire. Just as John Stuart Mill set the limits of individual freedom at the point at which that freedom infringed on the liberty of others, tolerance is limited only by intolerance.
